Updates and improvements to obi Web Application

Fix to allow IFCOs raised in the app to be closed out and reviewed in the same day they are raised.
Resolved issue in IFCO log when editing an existing benchmark the user was required to add a description before saving.
Updated appointing disciplines feature to allow fortnightly inspections to be set to start on odd or even weeks.
Fix to prevent iOS app from crashing when uploading a Query with an older version of the app.
Resolved an issue on both apps where some jpeg files were failing to upload.

Fix when uploading a file within a web form to prevent duplicating the file when the page is refreshed.
Fix to prevent an error in the case that a user requests removal of a task without a due date.
Prevent inactive users appearing as options in the user drop-down for a permissions group.
Fix added to File Manager to allow a user to upload a new revision of an existing record even if the existing record was uploaded by a user from a different company.

Resolved an issue in benchmarks where clicking to restore an archived file may restore the record next to it on the list.
Improve performance of the "archive" option in benchmarks, especially for bulk archive.
Allow the reviewer on an "In Progress" benchmark to be changed as long as the reviewer has not already completed the review for that upload (allow the reviewer to reset after an upload was returned).
Improved loading on the benchmarks log to ensure changes to benchmarks records show immediately.
Added validation to project set-up, permissions menu and benchmarks module which prevents a user from entering "whitespace" as a text value.
